Captain America is the Sentinel of Liberty. The beacon of hope. He is a super solider and was frozen in the 40's and defrosted in the 60's where he lead the Avengers to many a victory of the forces of evil.
Captain Jack Harkness is a time traveller and former con man from the 51st century. He is also immortal and the leader of Torchwood, a British organisation dedicated to combating alien threats.

Clearly we need to have a discussion on this because there's no reason that this should be that damn close. Where Jack Harkness may be immortal, everything about him beyond that is pretty unremarkable. Captain America has super abilities affecting just about everything he does, from strength to speed to agility. He also has his shield, his training, his friends, and his resources (Avengers, folks) to use to his advantage. Jack has Britain's version of the X-Files. Where Cap couldn't kill Jack, he could easily overpower him, confine him in some sort of prison or stasis, and that would be the last we'd ever see of that pretty smile.
